Can't have more than 2 connections to IIS with AR v.1.1 sp4

Unexpected error
The component containing the AR code was created withVB6, sp4, ADO 2.6 on
Windows 2K client.
The web server is hosted on an NT4 box with latest serice pack with MDAC 2.7
and AR sp4 installed.
Our backend is SQL2k.
We didn't change any props on the IIS server which hosted the previous
version. Currently, have max connects limited to 20 users.
Any hints on what is wrong?
We just installed MDAC 2.7 and AR sp4 on both NT server and W2k client and
recompiled the DLL on the W2k client.
We then installed it on the NT server and ran the stress test. No other
changes were made.
