change version but not loading new cab

I have been a long time user.
We used to be able to just change the version number on the asp page to have users get the new version (of course replacing the cab). I am not sure why (we did go to 2003 IIS) why, but new users get the new version no problem but old users still get 1140, trying to get 1216. Anyone have any ideas?
