Floating toolbar fade delay bug

When I move toolbar, release mouse and quickly move the cursor to a different position (anywhere but on top of the toolbar) the fade delay doesn't get executed. Clearly a bug.

We aware of this behaviour and had a Case for it bit it was closed "As Designed" so this issue, unfortunately, won't be fixed.
